Intercept ALL vessels of questionable nature, and search and interrogate the crew; if anything incriminating is found that would tie them to acts of piracy, neutralize the crew, secure their bodies to their craft, and send it all to “Davy Jones' Locker”. This is simply MY version of the “Don’t Ask, Don’t Tell” credo adopted by Today’s American military.
